The Vienna Institute for International Economic Studies

Project:
Global Development Network Southeast Europe  (GDN-SEE)

Based on an initiative by The World Bank, the Vienna Institute for International Economic Studies started the project in January 2000 with financial support from The World Bank and the Austrian Ministry of Finance. Since 2002, the project is also supported by the Oesterreichische Nationalbank (Austrian Central Bank).
The purpose of the project is the creation of research networks throughout Southeast Europe in order 
- to enhance the economic research capacity in South East Europe (SEE) 
- to build new research capacities by mobilizing young researchers 
- to promote knowledge transfer into the region 
- to facilitate networking between researchers within the region (beyond country borders) 
- to assist in securing knowledge transfer from researchers to policy makers. 

The fifth phase of the project in the period 2009-2010 will specifically deal with the issues of income and other distributions (e.g., wealth, wage, skills, opportunities) in transition countries with special interest in the role of market liberalization and fiscal redistribution. wiiw has the intention to extend the research to the CIS region.

The fourth phase of the project in the period 2007-2008 had the following structure:
1. wiiw organized a research competition with calls for proposals on inequality, migration
and fiscal policies.
2. Contribution to the Global Research Project through country studies, written by
researchers in the region.
3. In addition to participating in the GDN Annual Conferences, wiiw organized a workshop on inequality for the Brisbane conference.
4. The work for the SEE network was complemented by wiiw’s in-house research.
The research areas were:

3. Fiscal systems

In the third phase of the project in the period 2004 – 2006 the project had the following aims:
1. to build new research capacities for the analysis of important aspects of economic development in the region and the formulation of sound policy measures
2. to further develop research networks in the Balkans with the aim to conduct high level research
3. to encourage new research on selected topics
The research areas were:
1. Labour markets, migration
2. FDI, trade, exchange rates
3. Foreign aid

The second phase of the project started in 2002. It lasted until 2004 and consisted of three modules:

1. the setting up of new economic research groups and research networks in the Balkan region with the aim to conduct high level research on selected topics
2. the continuation of the Regional Research Competition (providing again additional funds for Southeast European research projects) 
3. the cooperation within a global research project under the heading of  "Understanding Reform", where wiiw researchers were also involved, focusing on the Southeast European region.
The research areas were:
1. The path towards accession to the EU
2. Enterprise development and labour markets
3. Unilateral, bilateral and multilateral economic policy coordination
4. Understanding reform.

In the first phase of the project (2000 - 2001) two research networks have been established, one dealing with the topic " Prospects and policies for long-term development in Southeast Europe" and the other one " Regionalism in Southeast Europe: Opportunities and Policies". In these two research networks altogether 137 researchers were involved, 88 of them actively by preparing papers and contributions while the other 49 acted as discussants or special advisors on certain research aspects.
